SENATE CONCURRENT RESOLUTION NO. 10

Requesting the Joint Committee on Government and Finance conduct a
study to review and examine the laws governing drunk driving
and the statutory penalties therefore, including preventive
incentives to decrease drunk driving.

Whereas, The Legislature is charged with protecting the public
on the highways of the state; and

Whereas, The state regulates the driving of vehicles on the
highways of the state; and

Whereas, It is the desire of the Legislature to consider
preventive incentives to decrease drunk driving; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is
requested to study alcohol safety treatment programs and other
intensive mental hygiene programs and facilities to decrease drunk
driving on the highways of the state; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2002, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
